Speculation is rampant as to Tom Noe's asking for a hearing infront of U.S. District Court Judge David Katz to change his plea. However, this is only related to the Federal charges. According to the above linked Toledo Blade article:
Lucas County Prosecutor Julia Bates, whose office has charged Mr. Noe with 53 felonies, including theft, forgery, and tampering with records counts, said a plea change on the federal charges does not mean there is a deal with her office. She said county prosecutors are preparing for trial in their case and have not been negotiating with Mr. Noe and his attorneys.
“We’re in the process of discovery and that process continues,” she said yesterday. That trial is set to begin Aug. 29.
The Lucas County Prosecutor's office has also stated that they have not had any communication with Federal Prosecutors as well.

So, the Federal charges will no longer be hanging over Tom's head (just the penalties), but they don't disappear entirely.
That should allow Tom and his counsel to focus on the local charges.
I don't see any advantage in or reason for doing this, do you?
Legal fees, if he makes the Federal charges go away he only has to deal with the local ones.
That's the only logic I can come up with for doing this.
The federal ones are probably the hardest for him to get out of, since they have so many people testifying (word is the "conduits" agreed to testify in exchange for immunity).
Plus, the prison sentence on this campaign charge pales in comparison with the criminal charges he faces in Ohio.
Legal fees are part of it, but I am sure that they are more concerned with the time and energy it takes to fight multiple battles.
They probably worked a deal where Noe gets minimal federal time in a Club Fed facility plus a $50 K or so fine.
Experience multiple criminal charges, the threat of prison and the insurmountable stress from the uncertainty of the whole thing and then you might get an inkling of why Tom Noe does what he does. It most likely is connected to cutting losses and mitigating damage. This I can almost guarantee: the public character assasination in the Blade and nationally (whether it's deserved or not)hurts far worse than any amount of prison time...Tom Noe will be a shell of a man when all is said and done.
I think most of Tom's "friends" have bailed on him.
